English Local Authorities Intend to Sell Off Community Hubs and Sports Centres to Manage Finances

Based on a new survey of local authorities, UK councils are planning to sell social clubs, athletic facilities, and retail spaces as they bet on a fire sale of properties to balance the books.

Growing Fiscal Challenges Prompt Asset Sales

The Key Cities Group representing major urban areas in the UK reported that 60% of councils are planning to dispose of properties to meet the rising costs of adult and children’s social care.

Councils have previously come under fire for disposing of playing fields and land to support their budgets, but they argue they must proceed to generate essential revenue from property disposals or face insolvency.

This coalition said that a significant number of authorities seeking to raise money from a quick sale of holdings represented “a clear change from 2024, when the majority (six in ten) of municipal officials said they would prioritise restructuring services and using savings to manage increasing fiscal pressures.”

Specific Cases of Planned Sales

Medway Council in Kent said its property management strategy featured the sale of a retail complex in Rainham and a community venue in another town to raise 20 million pounds over the next half-decade.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all generate rent for the authority, will also be sold under the strategy.

Local Levy Increases and Wider Financial Strains

The survey of councils in the coalition, which covers several urban centers, also found that more than 70% of councils will have to increase council taxes next April to cover the rising cost of essential services, higher levels of homelessness, and a persistent accommodation deficit.

The authority explained it will proceed with property disposals after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking innovative approaches but certain measures take time to deliver both better provisions and financial savings,” stated Vince Maple.

He continued: “We face population challenges which will persist to increase the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

National Patterns and Projections

Research of county councils recently further found local finances being stretched by the increasing figures of young people and older individuals needing special educational assistance.

A network of councils projected that local shortfalls will reach £4.4bn a year by the end of the decade, as they grapple to manage increased demand.

Ministers have delayed planned reforms to the special educational needs framework until the coming year after a white paper outlining those changes has been postponed.

Disadvantage and Funding Gaps

Based on the latest deprivation measures (IMD) covering English councils, several participating urban areas were among the most deprived in England.

  • “Participating urban centers like several major towns place in the most deprived 30 across the country under the 2025 deprivation indices,” noted the study.

“While only a single urban area is in the ten most deprived for deprived neighbourhoods nationally, cities are much more prone to be in the worst-off 20% of the nation. The figures underscores the extent of difficulties facing municipal officials across key cities in the next twelve months,” the report concluded.

“Local government leaders have been clear about the need for a equitable and lasting financial structure that accounts for and addresses the real levels of disadvantage and need,” stated Michael Mordey.

“Without this, councils will continue to face impossible choices around which vital provisions to fund, and which to reduce, to the disadvantage of their residents.”

One in five of councils have cut or compromised social care provision in the past 12 months, the study found.
